North Korea’s defense minister, Kang Sun Nam, warned that the deployment of U.S. aircraft carriers, bombers, or missile submarines in South Korea could meet the criteria for using nuclear weapons, according to state media KCNA. The statement escalates tensions as both sides display military force in a standoff over North Korea’s nuclear and ballistic missile programs.

The North Korean defense minister accused the United States and South Korea of escalating tensions in the region, specifically criticizing their first meeting by the Nuclear Consultative Group (NCG). He referred to the arrival of the U.S. ballistic missile submarine, USS Kentucky, at the port of Busan as an “ever-increasing visibility” of strategic assets that could trigger the use of nuclear weapons as specified in North Korean law.

South Korea’s Ministry of National Defense responded, asserting that the NCG meeting and the submarine’s deployment were defensive countermeasures against North Korea’s nuclear and missile threats. They made it clear that North Korea’s nuclear development and threats would not result in concessions from the South Korea-U.S. alliance, but rather lead to further isolation and hardships for North Korea.

The heightened tensions between the two Koreas and the United States were underscored by a recent incident where a U.S. soldier crossed the border into North Korea. However, North Korea has not commented on this specific event.

North Korea had previously codified a new nuclear law, solidifying its status as a nuclear-armed state and outlining circumstances under which it might resort to nuclear use. The visit of the U.S. ballistic missile submarine aligns with those conditions, indicating North Korea’s view of the situation.
